This paper presents an assessment of America’s continuing campaign to defeat al Qaeda and other groups that constitute the jihadist galaxy.¹ The subject itself is a moving target. Far-reaching developments have occurred since the beginning of 2011, the implications of which are not yet clear. Nor will the action stop to permit more than a snapshot of the changing political landscape.
